ABOUT VICTORIAN ENERGY UPGRADE (VEU)
The Victorian Energy Upgrades (VEU) Program is a government initiative designed to help Victorians upgrade to energy-efficient products and services.
By offering significant discounts and aircon rebates on energy-efficient upgrades, such as split system air conditioners, the program aims to reduce energy bills, lower greenhouse gas emissions, and cut overall energy use. Between 2022 and 2025, the program is expected to save 28 million tonnes of greenhouse gas emissions—equivalent to removing more than 8.5 million cars from the road for a year.

VEEC ENERGY SAVING CERTIFICATES

What Are VEECs?VEECs represent one tonne of greenhouse gas emissions prevented through energy-efficient upgrades. Each certificate signifies the reduction in emissions achieved by replacing outdated, inefficient systems with modern, energy-saving alternatives.

How Are VEECs Created?Only Accredited Persons (APs) are authorised to generate VEECs. APs, accredited by the Essential Services Commission (ESC), carry out energy-efficient upgrades, such as upgrading air conditioning or heating systems. They calculate the emissions reductions from these upgrades and issue VEECs accordingly.

Role of Accredited Persons (APs)APs are essential to the VEU Program. They ensure that upgrades meet specific standards and generate VEECs based on the energy and emissions savings achieved. APs are the only entities permitted to create and issue VEECs.

How VEECs Are UsedVEECs are sold to energy retailers who need to offset their greenhouse gas emissions. These retailers, which produce significant amounts of electricity (over 5000 MW annually), purchase VEECs to comply with regulatory requirements and contribute to emissions reduction goals.
